Booked appointments really worked which avoided delays and crowd. Efficient, timely service and a professional attitude which is a reflection of our true Filipino culture.

Too slow they are gonna waste your whole freakn day they should improve more on their service. They sent me back to sit down as i missed a part of the form to fill out and sent me back to sit down and told to be called back its been an hour or had been passed still haven’t called and I have to come up to the booth again just to served and it’s very frustrating as it happened so fast to do the paper work. They have forgotten to call me back LMAO. Wasted my entire just to be in this place. I get it this is a consulate but the filipino people that needed their business done as fast as we could as we also have jobs to attend. In behalf of everyone please consider that doesn’t mean you sat behind the desk you can waste other peoples time.

I would give them 10 if I could when it comes to service, special mention to Ms. Rachel. I lost my passport back in March, and had to apply for a new one. With all the appointments and police reports etc.it will take 2-3 months until I get a “new passport”. I emailed them, because the phones NEVER WORKED, but they called me right away after emailing. Ms. Rachel helped me step by step and I was able to get my passport in 1.5months. She gave me advices and so my documents are submitted on time. I went to the consulate just once and everyone was very helpful and courteous.

I’ll be honest, there are still a lot to improve. My main complaint here is, they only accept cash and still not using technology in their cashier, I had to withdraw downstairs for exact payment. Second, the phones are never answered. There are a lot of people who needs assistance, and they’re very hard to reach. Third, the website was down a couple of times, and it’s not straightforward. There are important things in the website that should be mentioned such as, your Affidavit of Loss doesn’t have to be at the consulate, you can get it any paralegal offices.

I’m hoping this consulate make some changes, but I’m thankful for their support and assistance.

14 July 2023 4:49
You have had a higher volume of calls for 10 years. You can't even scale up to demand. Even put on hold or call back nothing. The call will just hang up. Slow down.
28 June 2023 11:49
Thanks for always going the extra mile to help me. I really appreciate the call for letting me know the informations missing on my SPA.
Thanks for the support.
God bless.

The new lady is extremely rude and unprofessional. The worst person I have ever encountered. We are back to zero when they changed their sss employee
28 May 2023 11:03
We had a very nice experience as the lady in counter# 4, same counter for senior and pwd, was very accommodating. It was so quick. This is one of the best things brought by COVID, online appointment eliminating long queue.
16 May 2023 14:47
The best! They have helped my mom with the best customer service. Salamat po sa hardwork nyo. We appreciate you po.

I just want to share our recent visit experience last April 21,2023 for our children's Philippine Passport renewal. The schedule and processing was right on time. You just need to have all the required documents handy for a smooth processing time. Thank you and keep up the good work, Philippine Consulate General in Toronto, especially Marilyn for informing us the next steps and she was very friendly!
06 May 2023 4:41
I wish they should be more understanding and helpful. I went to asked if they can give me an affidavit of lost passport for citizenship requirements.the guy just said they don’t issue such those thing…i hope they should wear name tag so we can identify those employees who also giving their best to help.
05 May 2023 22:07
It seems that the office is not existing! I try to call and no one is answering the call.i have been doing that for the past 3 months.please help.
25 April 2023 13:17
I have done three passport renewals in the past year and the staff, process and convenience at the Philippine Consulate General Toronto have been excellent. Appointments were booked online, forms were sent and filled in ahead of time and any questions I had were dealt with quickly and clearly via email. No complaints from me!
21 April 2023 15:29
The Philippines Consulate office staff in Toronto needs good people skill training in customers services relation also they are disorganizes it even shows on their website navigation menu not enough good help is not user friendly. This is sad this is not just in Canadian Philippines Consulate office in Toronto but in the Philippines public services office across the country needs a good training in customers services regulations, They are stepping backward in time like old age on the services it seems like no one knows what there doing. No standardize regulation on anything they all need a good proper understanding the job as a public servant, to many step to get an answers it seems your going around and around the circle to get an answers they need to listen more on the question and understand the question. Need improvement on the services it looks bad on the country image. I will give it a negative star.
14 April 2023 22:44
Very inefficient. They don’t give instructions clearly and their not considerate if people are
Coming from a 4 hr drive away. They don’t know what they’re doing as the officers says differently. They don’t even say what’s in the 4th floor can accommodate. Para kayong hindi Filipino. Too sad that’s how our consulate works here in Toronto.
07 April 2023 12:37
Visited the office on Thursday morning, the staff was very accommodating. We were serviced by windows 3 and 8. Keep up the good work!
28 March 2023 23:53
All Bastos.and why are you not alllowed to have cell phones? And only cash allowed?
And you get no receipt after payment
I’ve never heard of anything like this before
I bet they pocket all the money …
How come there are no cameras in there?

And why is it you can pay via atm because they pocket your money
If there was 0 star I would give it
04 March 2023 13:56
I think they are tired of their work! So nasty people. I keep calling bout the passport not answering i tried to call the operator she was mad! Like hello.why are you working there! Not accomodated.crazy.its not helpful! Change your staff!
14 February 2023 9:28
Extremely Rude telephone operator who answers the phone at extension 0. No manners at all! Called yesterday 37 times. When she answered she told me to wait, waited for 5 minutes. Asked my questions, which she said she cannot answer (with an irritated tone) and said she will transfer me another person. Got a voice mailbox which has not been initialized. Dialled again, but as soon I press 0, got a hang up. Did this for the next few minutes - same thing! Wow! What a terrible customer service!

Red tape also an issue - so many documents and copies needed. Also instructions on the website not clear enough.

Please, Philippine Consulate Toronto, can these issues be addressed?
13 January 2023 8:49
I would have given this office a negative star, unfortunately there's no option on that one. With the change in government, the changes in this office was fast too. Where in the world you need to make an appointment just to have some document get notarized? This is not even a doctor's office where you should command an appointment! One can't even call for no one ever answers the phone plus the voicemail is full on an ordinary working weekday! Talk about red tape!
08 January 2023 1:08
TERRIBLE service! Online instructions for applications for civil registry and passports are unclear or lacking in information. It's very difficult to contact them for clarifications. They rarely respond to email, and on the rare chance they do, they do not even reply to the questions I have so carefully outlined. They reply with a template or a scripted one that I doubt if they even read my email. They just say refer to the website, or "it's self-explanatory. " They can't be bothered! Unbelievable! I have tried calling many times and no one answers, and you can't leave a message, either. So frustrating!

The only satisfactory assistance I received was from their visa unit - kudos to these people, they're the exception.
07 December 2022 13:13
Top 1 rank of worst of the worst Consulate in the world asked me why try to go there get experience and see to your self
14 November 2022 10:39
Maybe they need to update yong website to fill up the form walang davao city option eh Davao del sur lng and I couldn't even choose postal as a proof of my citizenship then they should remove it there since I couldn't choose that as my option and they only take cash!

Lady at the window is a little bit rude
Some people are traveling far away just to get there, BE KIND!

Shut up your mouth if you don't have any better to say, just saying
06 November 2022 17:31
Thank you so much for the excellent services of the Philippine consulate staff at Vaughan consular outreach. GOD BLESS
19 October 2022 17:13
I went here last September 27 for Notarization of an affidavit and on my receipt they gave to me it was indicated there that the mailing/release date would be September 29, up until now i have not received any document back to me, i gave them a self xpress envelope from canada post that way i dont have to go back to Toronto to pick up the document as i leave 2 hours away from the city. Sent them an email and even called their useless phone number for an update but no one will get back to me plus the Voicemail will automatically turn off and you won’t be able to send one. This place needs improvement in terms of customer service.
30 September 2022 4:18
Trying to acquire a dual citizenship. It’s been 2 months since I’ve heard back from them. Tried to contact them about updates (phone and email) without any response. At this point, I feel robbed of my application fee! I’d give them a 0 for costumer service! Very unprofessional!
09 June 2022 16:03
With SSS Toronto Administrator, Mr Roldan
I didn't not realize that on April 14,2022 the office was closed (Holy Thursday) for Phil employees including those in abroad, as in Ontario it wasn't a holiday. I made a call to seek guidance on how to create "My SSS Acct", despite it's holiday Mr. Roldan did answer & gave the pointers, and I was able to create. Very accommodating. Mabuhay kayo at maging ligtas.
01 June 2022 16:17
Poor service. Staffs don't ask nicely seems like they are all having a bad day. No consideration and zero percent professionalism.
24 May 2022 13:30
Is it true that you're mailing out ballots to Filipinos already pre-filled with a vote for Marcos?
21 May 2022 8:37
Been calling them a lot but always unattended. Tried emailing, no reply as well. Where or how to get help then. So frustrating.
18 May 2022 3:41
I arrived at the Philippine Consulate as my wife’s Canadian husband with our 35 month old boy in his stroller. I drove my wife and toddler 2.5 hours from Owen Sound so that my wife could Re-new her Philippine passport as she does not drive. When we arrived at 9: 30 am for her 10: 00 am appt, we were met at the Consulate doorway by a rude, angry Pilipino man. He proceeded to tell me to leave and that I couldn’t even wait in the hallway outside of Consulate for my wife. It had been a long drive, we needed to use the washroom facilities and not knowing the area and having parked a street over from Consulate, I didn’t really know where else to wait. When I indicated that I was waiting for my wife, the man representing the Philippine Consulate started yelling loudly and incoherently for me and my toddler in stroller to get out of here. 2 more angry Pilipino Consulate workers then came out a side door, and all 3 started rudely yelling get out. I found these incredibly rude, angry, physically confrontational Consulate workers to be an absolute disgrace and a Huge Disappointment for the Philippines Country.
17 May 2022 23:33
Staff in this office are very patient & courteous. My only suggestion is to have a photocopy machine in their office itself rather than going up at the 4th floor to do it.
I don't mind paying for it coz everytime you go to the 4th floor for photocopy, payment etc.you will have to line up again.
Only 2 people are allowed inside the office. So when you leave to go to the 4th floor for photocopy etc.by the time you come back there are already people inside & you have to wait outside again.
So if the photocopy is done inside (with payment, I don't mind) it will be easy to finish the transaction asap.
So I suggest that be ready to have multiple copies of your documents to save time & avoid long line ups when you come to this office.
08 May 2022 16:21
Disappointed with the service. After waiting more than a month for the appointment, I arrive with my wife to the counter to find out that she needs to execute dual citizenship process that we were not advised of in the first place. Application of passport renewal clearly indicated that she had a second citizenship, but no advice was given what else was needed.
17 April 2022 1:56
I finished the whole process faster than expected, that deserves a star. Staff wise? It's awful. The guy who's assisting those new comers is just so rude and unwelcoming. I just didn't like to make a fuss about it but I would've if only I was in the mood. The lady who took my photo and gave the finishing touch on my passport is a grumpy one as if she doesn't make a mistake. I never thought such kind of treatment especially from my own kin. Such disappointment.
30 December 2021 15:01
I had a really terrible experience. The men were looking for an excuse not to talk to me. They insisted on talking to my wife who is having memory problems. We are moving to the Philippines and are taking our pets. The person at the counter sent us home to get more document and would not listen to my explanation. We were there to have my wife's signature notarized for "Undertaking to import Animals" and they wanted all the documents referred in the undertaking even thought they would be documented on line. When I got back, they were not going to accept the undertaking for notarization as they said they needed the documents. I happened to have printed off the memorandum regarding the process for importing pets to the Philippines along with the manual on how to complete the application for the import permit.

What was frustrating even more is that while she was signing the relevant documents in front of them they kept removing the completed documents so she could not use them as a template to complete the next even though they could see she was having problems.

The new web site is terrible and hard to find anything. Also each consulate has different rules. Example Vancouver requires the pet's health certificate to be less than 10 days prior to the flight and it needs to be verified by the consulate and they have same day service. Toronto requires the certificate to be within 30 days but they do not have same day service.

My advice is to do your research and go prepared with whatever information you have. I find dealing with them via e-mail very frustrating as they either give you incomplete information, incorrect information, or refer you to their web site. Because of this I am going to apply for my visa in Manila as the process will be more straight forward and easier to get the required information.

Client service is not part of what the Toronto Consulate provides, the people I dealt with there appeared more interested in using their authority arbitrability and not listen.
16 December 2021 17:33
The woman at the "encoding" window was very rude when I came to renew my passport today. There were so many people and of course it was so hard to hear her instructions. She kept on yelling at me at treating me badly. I couldn't believe they have that kind of employee at the Phil Consulate. She is a bad example of why people don't like dealing with the Phil. Consulate if they can help it.
16 December 2021 9:29
They are extremely slow to respond to emails. And they don't even answer their phones! Terrible.
10 December 2021 14:14
Unreliable customer service. Tried to book an appointment via email but received no response. Tried calling but no one was answering the phone.
30 November 2021 20:30
Very disappointing service, try to call about a week no one answering even I leave a message.nag renew kami ng passport last july 28, the 3 of us, after 3 months 1st week of september na recieve yong sa husband ko and my son together but yong sa daughter ko, after 3 days may na recieve kami na notice for pick up, but unfortunately di pa daw na deliver ang package kasi nagka roon daw ng accident that time, pinatawag kami sa main office ng canada post st sabi they envestigate daw dahil nagkaroon daw ng break in that day! Nag send ng letter, ang post office to hand it to Philippine consulate, then binigyan lang kami ng e mail add para daw duon sabihin ang problem, then they reply sa e mail, to call the post office daw! Ngayon pinapasa pasahan kami, then want to talk to them in person to ask kung ano ang first thing namin gawin at saan kami lalapit but no one answering our calls!
18 November 2021 0:41
This is my first time to renew my passport here and expecting faster and more convenient way since we are already here in Ca but I was wrong. Let me justify my review in case you wonder:
1. It was an online booking appointment with designated time however when we got there it seems that it was a first come first serve basis.
2. The doorman was rude, feeling entitled on how he raises his voice to our kababayans, rude and doesn’t know how to speak politely.
3. Bring your own envelop, it wasn’t written in their list of requirements the doorman said Pick up option is not available due to covid and yet they only transact with cash, and others but no debit/credit card option available.
4. No one is sanitizing the frequently touched things on regular basis. I was there for almost 2 hours and not have seen even once.
5. I don’t generalized everyone working in this location, but I mean it when some of them are rude and as if they have the right to raise their voice at you.

I know everyone is exhausted with the pandemic but remember respect begets respect. The least thing you can do is to be nice.
09 November 2021 19:42
Honestly, if I can give this place zero or negative stars, I would. How come we’re already in Canada but the service still ain’t good, not even a little better than if you were in the Philippines. We booked an appointment for 12pm just to register to vote for the coming election, but five hours later, we still haven’t been called. What was the point of the appointment then? Also the staff there are very rude, and very entitled, they definitely should be retrained or replaced or rebirthed cause their freaking bad attitude is through the roof.
09 November 2021 8:04
The person who facilitates the people coming in and out of the office in the 7th floor is the rudest person ive ever met.he doesnt have any manners.he thinks he is the boss of everbody.so impolite and no respect.
06 November 2021 12:38
Yes 1 star. A doorman was rude and arrogant. They don't know how to approach people properly. They are think and act like they owned the agency. We are here in Canada. Could you just change the attitude pls?
03 November 2021 10:47
Poor service… it took me 3 and half an hour to renew my passport. We are in Canada not in the Philippines pretty bad
27 October 2021 14:22
I give 1 star because my passport renewal was processed. Other than that, it should be zero star for poor, slow and unwelcoming service. We are in Canada and we are suppose to expect quick and polite service. But going to this office makes me feel that I’m back in the Philippines with the same negative culture of public service. The staff are rude and the tone of their voice makes you feel belittled and looked down upon. There is a sense of entitlement among the staff from the receptionist up to the people in the window. They think they have the right to yell at you and treat you in a rude manner. The only exception is the cashier who was polite and calm. I arrived at 3pm and finished at past 5pm. I was called in at 4pm but due to a minor issue in my document, they made me wait for another 45 minutes to the point that the lady who assisted me must have forgotten about me and nobody else was left in the window when there was only another customer left waiting. I reminded the cashier in the other window that there’s 2 of us still waiting to be processed. She politely assisted us. But one guy who assisted me was even upset as if it was my fault that I’m being processed late. This is the 3rd time I renewed my passport since 2009 but eversince, there was no change in the culture in this office. It’s the same Filipino attitude of entitlement when you are in public service. It should be the other way around—us customers should be served in a professional way and deserve a quality customer service!
16 October 2021 16:07
Not too crowded. Service is fast this time with appointment. It used to be so much people and waiting time is a lot.
13 October 2021 6:42
The worst, really poor service, rude agent, they yell at you, they cut you off during an explanation and reasons for my call, they look down on you due to lack of speaking Tagalog, they will not let you finish and explain yourself.
I'm contacting a someone higher in ottawa to complain about this issues.
12 October 2021 12:15
First time at the consulate service was efficient and seamless. The staff were very professional too. Btw in case like me, u missed the self stamped envelope there is a full service shop 4th floor where u can buy express post envelope for 20 they only accept cash. Ideally u can get at Canada Post for lesser price.
